In 1979, the City Council of Baltimore passed an ordinance creating the authority under Article 31.Sec 156 of the Baltimore City Code to implement Residential Permit Parking (RPP) Areas. These restricted parking areas are established primarily to help secure available parking for a residential community while encouraging alternative parking plans for non-residents. Overall, these programs govern the parking restrictions in residential communities located near major employers, colleges, universities, medical institutions and sports complexes. Oakenshawe is Area 1 because this neighborhood was the first to implement the program.
To be eligible for a permit, the applicant must reside within the boundaries of that particular RPP area. You must show required proof of residency to the satisfaction of the RPP section. Participation in the program is limited to residents only. The permit increases the chances of finding a parking space by stimulating turnover and eliminating storage of non-resident vehicles. A permit does not excuse the observance of any other traffic regulation except the posted RPP time restrictions.

ADDITIONAL RPP RULES FOR Temporary/Blue Permits, Medical Care Permits, and Contractors Permits (Construction)
Temporary/Blue
A temporary permit is issued in lieu of a decal because resident is lacking a crucial piece of documentation. For example, resident may need to return and provide student I.D. and/or notarized letter and/or non-resident permit from MVA. However resident must provide minimum of documentation in order to obtain temporary, Vehicle Registration and Proof of Residency. Normally temporaries are issued for 30 or 60 days based on residents situations. However, temps can be issued for less time.
Medical Care Permit
Must provide medical personnel’s vehicle registration and notarized letter from patient stating the service is being performed, hours/days, and name of the medical personnel performing the service. Must be signed by resident and notarized and provide resident’s proof of residency. Permits cost and expiration date same as the price of decal for the area.
Contractor Permit (Construction)
As of November 1, 2002 All contractors permit will be charged a fee of $20.00 per permit.
Criteria for residents occupying the property:
- There must be a full written service contract with an estimated date for completing the job. Expiration date must be printed on the permit. Permit is good for time on contract.
- If there is no job completion date the permit will be for 30 days, it can be renewed. Cannot exceed 90 days.
- Hours of operation will consist of daytime hours (8am-4pm Mon-Fri) to allow the residents to have available parking in the evening.
- Must give bonafide tag numbers for each vehicle requesting a permit with a copy of the registration.
- Limit is 4 permits per service contract. (Exceptions must be approved by PABC Management).
- Send copy of the permit to Area Representative.
Criteria for owner not occupying but working on the property themselves (vacant)
Proof of ownership (tax bill, deed, settlement papers) plus documentation of current residence (driver’s license, registration, utility bill etc.) where they reside.
- Permit will be issued for 30 days (PABC Management) $20.00 each, can renew & pay another $20.00 for 30 more days.
- Must have hours of operation on the permit either day or evening hours. (Follow above example).
- NO SUNDAYS FOR ANY REASON!
- Limit is 2 permits per household. (Exceptions must be approved by PABC Management).
